You will serve as a Financial Management Specialist in the department of Navy of CNSSC MECHANICSBURG NWCF MHA.

Duties

You will manage, allocate and monitor financial resources in compliance with laws, regulations, and policies, with sufficient transparency and appropriate internal controls. You will to ensure resources are efficiently applied to meet organizational goals and objectives, while considering the Federal Government's fiduciary duty to the Nation. You will apply fiscal law, policies, regulations, principles, standards, and procedures to financial management activities. You will utilize integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level two certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal Service or equivalent demonstrating knowledge and skill applying principles, concepts and practices to perform assignments concerning financial management and budget. Specific work experience must demonstrate duties such as the following: 1) Prepare budget exhibits based on requirements for Navy Working Capital Funds (NWCF); 2) Monitor budget execution to ensure compliance with the DoD Financial Management Regulation (FMR) and present performance metrics to senior leadership; 3) Collaborate with both internal and external stakeholders to ensure customer requirements align with program budget plans; 4) Develop, determine, and interpret policies and practices to resolve operational challenges; 5) Utilize the Navy Enterprise Resource Planning (N-ERP) and other automated financial systems to extract, interpret, and analyze financial reports and statistical data.
