The primary purpose of this position is to serve as a Financial Management subject matter expert (SME) for the Air Force Medical Service (AFMS) providing qualitative and quantitative decision support to the decision makers.
Duties
1. Serves as a technical authority for the entire development and /or oversight of a major DoD/AF wide financial program the Defense Health Program (DHP) appropriation, and its related activities.
2. Analyzes and prepares cost data for inclusion in AFMS Program Objective Memorandum (POM), budget Estimate Submission (BES), Financial Plan (FINPLAN), and execution submissions.
3. Enhances Air Force war-fighting capabilities and maximizes available resources by providing expert analysis of internal controls, financial reporting, AF accounting practices, financial system interfaces and financial document reconciliations, military and civilian resource management workforce development, education and training, manpower/personnel management, awards and recognition programs, etc.
4. Meets with other experts at Office of the Secretary of Defense/Department of Defense (OSD/DoD).

Qualifications
QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes mastery of the concepts, principles, practices, laws, and regulations of financing; and the financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within the command entity and between the organization and programs of other federal, state, and local governments, private industry, and large public organizations sufficient to manage and analyze the command cost and economic analyses programs. Expert knowledge or advanced quantitative methods, statistical techniques, and applied mathematics sufficient to serve as a command technical authority of studies in areas such as force structure changes, base closures/unit realignments, weapon systems modifications, and similar complex, large scale analyses affecting command and agency resources.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of budget, financial services and economic analyses principles, techniques, and practices, and financial management of operation and support functions.
2. Knowledge of DoD acquisitions requirements, development, and approval processes.
3. Knowledge of multiple facilities and services including finance, accounting, budget, cost analysis, and management functions.
4. Skill in the analysis and resolution of complex problems.
5. Ability to gather, assemble, and analyze data to prepare financial estimates, develop alternatives and funding requirements, and make recommendations to resolve financial/funding problems..
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
