This position is in the Executive Office of the Bureau of Population, Refugees and Migration (PRM/EX) and is responsible for managing all general services areas for the Bureau and for ensuring effective internal controls within the programs under his/her purview. He/she is specifically responsible for providing the management services in the areas of office services analysis, procurement, contract administration, property management, space management and similar related activities. 

Duties

At the GS-11 level, the incumbent performs essentially the same duties as outlined below; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-12 level. Provides in depth subject matter expertise on the full range of general services and procurement requirements. Analyzes, establishes, and plans for a non-expendable real property inventory of telecommunications equipment, office furniture, supplies, equipment, and records. Develops cost estimates and provides budgetary and financial plan input for costs associated with the procurement and disposal of furniture, equipment, supplies, and telecommunication requirements. Serves as the project leader and technical authority for office renovations that involve the preparation of plans required for construction projects and major renovations including conducting space management studies. Leads support for bureau conferences, briefings, ceremonies, and special high-level meetings.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-11 grade level must meet one of the following requirements: A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communication. Examples of qualifying specialized experience include: Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization. Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc. Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization. Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc. In addition, qualifying specialized experience must demonstrate the following: Experience supporting the maintenance of a property management program. Experience submitting procurement and contracting related requests. OR B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. (if related), from an accredited college or university with a major in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled; OR C. Have a combination of graduate education with a major in public administration, business administration, industrial engineering, industrial management or other administrative or management fields related to the position to be filled AND specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position. Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%. If you are qualifying based on education, you MUST submit a copy of your college transcript (s) with your application by the closing date of this announcement, and if selected, an official college transcript WILL BE required to verify education prior to employment. Applicants applying for the GS-12 grade level must meet the following requirement: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communication. Examples of qualifying specialized experience include: Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc. In addition, qualifying specialized experience must demonstrate the following: Experience performing property management duties to include developing and maintaining inventory control procedures to ensure effective inventory management. Experience using and maintaining a purchase card, developing acquisition plans, and submitting purchase requests. Experience managing office space projects (ie. coordinating maintenance, conducting space management surveys, planning and coordinating space planning functions and projects). There is no substitute of education for specialized experience for the GS-12 position.

When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience (for example, 6 months equals 50%) and the percentage of graduate study (for example, 9 graduate hours for a GS-07 equals 50% where 18 graduate hours constitute a full time year) must total at least 100%.
