About the Position: This position is with the Defense Health Agency, Naval Hospital, Directorate of Resource Management, Financial Management, Agana Heights, Guam.

This is a Term position NOT TO EXCEED (NTE) two (2) years and may be extended up to a total of six years.
Duties
Provide accounting analysis and transactional support in support of procurement, budgetary, and cost accounting processes.
Perform analyses of relevant financial data and transactions to conduct financial reporting operations.
Review various sources of procurement and financial data to track and evaluate new and aged commitment items.
Provide technical assistance and training to all activity timekeepers and certifiers.
Participate in decision-making sessions advising program managers on regulatory requirements.
Provide authoritative interpretation of data and functional recommendations on system structures and program improvements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated IAQ the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This certification requirement is a condition of employment for this position. Failure to obtain this certification within 2-years may subject the incumbent to adverse action.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes: assisting with analyzing financial management data in order to provide advice for management decision-making; assisting in evaluating financial management data bases for compliance and provide recommendations; and maintaining financial data in automated financial systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Finance, Accounting. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
