Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as developing recommendations for management and/or senior leaders on ways to maximize and improve utilization of funds that impact strategic program objectives or missions; preparing and providing briefings to management and/or senior leaders; and reviewing or leading a budget formulation or execution process.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of agency programs, the allotment of funds to agency components and subcomponents, and the rate of obligation and expenditure of funds.
Skill in written communication.
Knowledge of the financial management system and strategic goals and objectives.
Skill in developing, implementing, and administering budget allocation procedures to ensure general consistency and effectiveness.
Skill in oral communication.
Knowledge of Superfund Enforcement budget and extramural funding.
Knowledge of environmental laws and regulations, including Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA).
Ability to communicate effectively with management in the formulation and development of policy and budget plans.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
