You will serve as an IT SPECIALIST (SYSANALYSIS) in the Business Analysis & Quality Assurance Division (NITC4) of the NAVFAC Information Technology Center (NITC) of NAV FAC ENG AND EXPEDITIONARY WARFARE CTR. SALARY RANGE FOR THE PORT HUENEME LOCATION: $120,246- $156,323 SALARY RANGE FOR THE SAN DIEGO LOCATION: $117,776 - $153,113

Duties

You will provide leadership and coordination in the formulation of best practices of business analysis, systems analysis, advanced data analysis, learning support, testing and quality assurance. You will develop, implement and maintain project plans to meet objectives. You will design or conduct analytical studies or other research. You will develop information systems testing strategies, plans and scenarios and maintain quality assurance processes. You will develop and present briefings to peers, upper management, and business line leader staffs on complex IT Issues, project status, and recommended course of action. You will lead, mentor, and train a technical team of business analysts.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area System Requirements Planner code 641 level I within 12 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to participate in a continuous learning (CL) program as described in SECNAVINST5239.20A and SECNAV M-5239.2.
  • Applicant must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF role of System Requirements Planner code 641 proficiency level Intermediate.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: REVIEWING MY OWN INFORMATION TECHNOLOGY-RELATED WORK OR DATA AND HAVE BEEN RESPONSIBLE FOR REVIEWING THE WORK OF OTHERS TO ENSURE ACCURACY, COMPLETENESS, AND CONSISTENCY WITH STANDARDS. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: MONITOR CUSTOMER INFORMATION TECHNOLOGY (IT) PERFORMANCE TRENDS TO IDENTIFY STANDARD REMEDIES AT DIFFERENT SUPPORT TIER LEVELS (E.G., TIER-1, TIER-2, TIER-3). 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: PRESENT INFORMATION TECHNOLOGY (IT) PROGRAM STRATEGIES TO SENIOR LEADERS FOR THE INCORPORATION OF EMERGING TECHNOLOGIES. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: PERFORM A RISK ANALYSIS OF INFORMATION TECHNOLOGY (IT) SYSTEMS TO IDENTIFY PROBLEMS AND RECOMMEND SOLUTIONS. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing project management and technical expertise in the formulation and development of best practices & standards in the areas of internal data analysis, systems analysis systems, documentation, user/learning support, testing, and quality assurance; 2) Supporting and enforcing configuration management, change control and information assurance security principles; 3) Determining information systems products or services with customers to identify project scope, requirements and deliverables; and 4) Managing issues, concerns, lessons learned, challenges, opportunities and/or recommendations related to the improvement of service delivery for business analysis & quality assurance; and 5) Performing the roles & tasks of a scrum master of an agile project team. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
