About the Position: You will service as the DPTMS Chief of Range Division and as Installation Range officer with responsibility for determining range and maneuver area utilization policy, along with the supervision and management of the Fort Carson live-fire training maneuver area complex and Pinon Canyon Maneuver Site.
Duties
Manage multi-purpose firing ranges, used by different weapons systems and different unit commanders, to meet changing requirements and deadlines in scheduling and on-the-ground firing scenarios.
Prepare and deliver briefings to leadership and staff on range modernization.
Provide technical assistance and advice on programs and requirements for the operation of live firing range management and utilization.
Maintain and directs input for short-term, annual and five year operating plan budget requirements, to include tables of distribution and allowances (equipment and personnel), and manpower schedules.
Establish performance requirements for supervisory and key personnel used to rate performance.
Conduct conferences to discuss plans, budgets, and personnel requirements to provide tasking of essential operating functions.
Review a variety of reports, plans and training schedules to analyze effectiveness of workforce.
Develop policies, procedures and operational support for environmental protection objectives.
Assure accountability and completion of preventive maintenance for all range assets.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a secret security clearance.
- Must be able to obtain and maintain military vehicle driver’s license.
- This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for the position.
- Incumbent is required to sign a DA Form 5019-R "Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program" or a memorandum of understanding (MOU).
- Work is performed on a rotational and/or shift basis operating 24 hours a day, 7 days a week.
- Temporary Duty Travel (TDY) is required approximately 5% of the duty time.
- Incumbent is required to regularly enter the Installation Live Fire Impact Area in the performance of assigned duties.
- Walking, bending, stooping, wearing of safety equipment and lifting of items weighing up to 75 pounds is required of this position.
- A Pre-Appointment Physical is required for this position.

SPECIALIZED EXPERIENCE: One year of specialized experience which includes demonstrated experience with short-term, mid and long-range budget planning in support of live fire range operations for personnel and equipment; providing technical advice to leadership on range usage and training for live fire; developing and executing management plans for the safe operation of live fire training and maneuver areas.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
