The primary purpose of this position is to serve as the Division Chief for the Department of the Air Force (DAF), Chief Data Office-Strategy and Governance. Drives data innovation in data services capabilities for two military services - Air and Space Forces.

Duties

Serves as a SAF data management expert and consultant and Department of the Air Force level technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations for Enterprise Data Management and policy. Plans, organizes, and directs the activities of Air Force Chief Data Office, Enterprise Data Strategy/Policy, ensuring that SAF/CND complies with legal and regulatory requirements and meets customer needs. Represents The Department of the Air Force Chief Data Officer is on with a variety of installation and functional area organizations on key technical subjects related to Enterprise Data Strategy, Policy, and Governance. Attends/actively participate in technical exchange meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts. Reviews and evaluates strategy, policy, study projects, proposals, and/or reports for adequacy of methodology, including the use or development of computerized models, ensuring the techniques used are valid and appropriate to the problem or issue identified. Exercises supervisory personnel management responsibilities.

  • Institute for Certification of Computing Professionals (ICCP) Federal Sector Data Governance Certification highly desired
  • Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance, A nondisclosure agreement must be signed
  • Designated Special Sensitive requires eligibility for access to Sensitive Compartmented Information, intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs to fully perform duties
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program
  • Employee must pass initial and periodic short notice drug testing
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent of this position is subject to the possibility of a random drug test

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program operations for Enterprise Data Management (EDM) and policy program effectiveness and the improvement related complex EDM management processes and systems. Comprehensive knowledge data related laws, policies and procedures including, but not limited to, the Foundations of Evidence Based Policy Making Act, the Federal Data Strategy Action Plan, the DoD and Intelligence Community data strategies, the Department of the Air Force Data Implementation Plan. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge on data related laws, policies and procedures including but not limited to the Foundations of Evidence Based Policy Making Act, the Federal Data Strategy Action Plan, the DoD and Intelligence Community data strategies, the Department of the Air Force Data Implementation Plan. Expert knowledge on data governance fora. Experience planning and implementing data governance (tactical and strategic level) organizations. Expert knowledge of the highly technical policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to data management, operational enterprise data architecture and data services platform/pipeline, Case framework/execution, enterprise data management, data assessment and enablement, and outreach to MAJCOM / Field Activity / Functionals / Services / Agency Data Office organizations, and information technology. Expert knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Department of the Air Force organizations to provide command level staff guidance and understanding the Chief Information Office and Chief Data Office roles and responsibilities. Knowledge of relationships with other programs and key administrative support functions within the employing agency or in other agencies. Skill to plan, organize, and direct team study work, originate new ideas and methodologies, execute projects, and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
