Duties

At the GS-12 level you will perform developmental duties, as assigned. At the Full Performance Level, GS-13, you will perform the duties below. You will serve as a Disaster Management and Humanitarian Assistance Specialist in the Applied Research and Information Sharing (ARIS) Office for CFE-DM. You will provide DMHA expertise, develop, coordinate, and facilitate DMHA information sharing and research products, particularly for international environments where there are significant civil-military coordination requirements. You will provide senior leader seminars and engagements designed to build collaborative working relationships with regional organizations with charters that include DMHA information sharing. You will develop concepts of support for the DMHA Applied Research and Information Sharing (ARIS) Office in support of the Center’s engagement goals. You will facilitate development of related ARIS products such as briefings, presentations, information papers, planning documents and conference materials. You will participate in disaster response activities in support CFE-DMHA’s objectives before, during and after disaster response operations. You will participate in regional outreach engagements that include civil-militarily consultative groups, and dialogues. You will develop partnerships and shares knowledge of DMHA best practices. You will participate and contribute to concept development working groups of subject matter experts in the field of DMHA information sharing and applied research initiatives. You will provide subject matter expertise within the Office by supporting development of policy and standards of quality.

Requirements

  • You will be required to maintain a Top Secret/SCI security clearance prior to entrance on duty. Failure to maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You may be required to perform occasional travel inside the continental US (CONUS) and outside the continental US (OCONUS).

Qualifications

To qualify for the GS-0301-13 level your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector using knowledge of disaster response crisis action procedures to perform the following: 1) Formulating positions, advice, and concepts on humanitarian assistance, disaster preparedness, and best practices for cooperation in responses to humanitarian emergencies. 2) Using analytical/investigative techniques and qualitative/quantitative methods to conduct comprehensive studies and make recommendations on collateral programs and policies. 3) Performing outreach and collaborative research efforts with a diverse array of academic institutions, such as the DoD; U.S. public and private colleges and universities; and international arena. 4) Planning, organizing and/or leading others in comprehensive studies or projects and preparing accurate, technically sound recommendations. 5) Integrating best practices and perspectives for implementing partners into a collaborative process for developing education, training and other capacity building products for disaster response, mitigation, and prevention in the areas of Disaster Management and Humanitarian Assistance (DMHA). 6) Recognizing interrelationships of the various aspects of operating programs and skill in interpreting and analyzing such information to evaluate overall program status and effectiveness. 7) Communicating orally and in writing and convey applied technical information regarding DMHA information sharing and applied research. 8) Developing and executing initiatives for partnership development with critical DMHA organizations. To qualify for the GS-0301-12 level your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector using knowledge of disaster response crisis action procedures to perform the following: 1) Assisting in formulating positions, advice, and concepts on humanitarian assistance, disaster preparedness, and best practices for cooperation in responses to humanitarian emergencies. 2) Using analytical/investigative techniques and qualitative/quantitative methods to conduct studies and make recommendations. 3) Participating in comprehensive studies or projects and preparing accurate, technically sound recommendations. 4) Recognizing interrelationships of the various aspects of operating programs and skill in interpreting and analyzing such information to evaluate overall program status and effectiveness. 5) Communicating orally and in writing and convey applied technical information regarding DMHA information sharing and applied research. 6) Executing initiatives for partnership development with critical DMHA organizations.
