You will serve as the Branch Head of the Fleet Readiness and Test Support Branch responsible for test facility operations in Hawaii and Guam within Naval Undersea Warfare Center, Keyport Division NAVUNSEAWARCENDIV KEYPORT WA. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.

Duties

You will be responsible for advising management on the evaluation of the effectiveness of operations at the Oahu and Guam operating sites in the execution of Navy’s readiness, testing, training and acquisition missions. You will be familiar with the Naval Research and Development Establishment test and evaluation programs and activities to include mission, policies, and objectives. You will perform command liaison functions in regards to interfacing with Host and Fleet Commands which support execution of infrastructure, regulatory, safety, security, hazardous material, supply, etc. required to support site operations. You will apply management principles and processes to include personnel management, hiring, counseling, development and succession planning You will also be a resource manager with fiduciary responsibilities relating to long range planning of programs and objectives.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading or overseeing an operations use analytical and evaluative methods and techniques for assessing program development and execution to improve organizational effectiveness and efficiency.
