The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager; it is not a continuing position, assignment duration is NTE 36 months.

Duties

DUTY 1: Performs Career Broadening assignments/duties; assists the Chief, Expeditionary Medical Operations Division, organize, coordinate and manage the programs and activities of the unit in support of executive-level leadership. Oversees activities of the SGX division comprising the Air Staff level Field Operating Agency (ACC). This includes analysis, development, and evaluation of a broad range of issues and the implementation of solutions throughout the organization. Ensures policy and guidance are in compliance with Commander's direction and intent. Balances workload and organization needs with overall mission requirements and resource interests; establishes metrics and analysis systems to ensure actions are timely and adequately reviewed. Coordinates the development and implementation of (ACC) correspondence, policies and procedures. Assesses and revises policies and procedures, as required, to improve quality, timeliness and efficiency of work. Participates in organization's strategic planning to improve organizational direction and focus using available strategic planning tools and techniques. DUTY 2: In a Career Broadening capacity, directs Ground Medical UTCs & Directs organization's communication and workflow management requirements. Serves as an ACC/SGs action officer for all ground medical UTC issues. Resolves issues affecting CCDRs, MAJCOMs, deployed units, and MTFs involving ground medical UTCs. Manages development, communication, and coordination of capability documents throughout the equipment and supply development life cycle according to Department of Defense (DoD) guidance/policy. Ensures ground medical UTCs are accurately reflected on the Medical Resources Letter (MRL). Analyzes national strategy related to medical assets and translates into overall AF medical capability. Plans and coordinates operational tests as necessary for the fielding of new equipment with pilot units, other MAJCOMs, Higher Headquarters or operational test agencies. Maintains and develops equipment and supply Allowance Standards (AS) with the Air Force Medical Logistics Office to support AF ground medical capabilities. Develops manpower staffing requirements to support deployable capabilities. Develops and presents headquarters briefings, highlighting ground medical UTC capabilities and/or changes. DUTY 3: In a career broadening capacity, directs, provides oversight and oversees all aspects of the Air Force Medical Readiness program and conducts ground medical planning. Interprets, develops, and applies planning and execution policies for OPLAN Development. Accountable for the management and oversight of personnel and equipment within the SG functional area to support operational planning and execution. Executes program planning, operations and related training requirements. Develops procedures for bases/units to support wartime operations. Reviews post-deployment After-Action Reports and daily/periodic deployed mission reports. Identifies, forwards and tracks interest items for formal review. Provides technical assistance to bases/units during operational readiness exercises. Oversees Air Force flow of forces through Time Phased Force Deployment Data (TPFDD) documents. Identifies, considers and resolves medical readiness issues or problems and identifies and makes recommendations to mitigate shortfalls. Performs force posturing, execution and analysis activities. Analyzes and evaluates the designed operational capability (DOC) statements reflecting current MTF missions and develops concept of operations for proposed Unit Type Codes (UTCs), reviews data to determine existing deficiencies, if any, and directs or identifies appropriate corrective actions. Assists in defining requirements for medical combat support during contingency operations and conventional regional war in accordance with the War Mobilization Plan. DUTY 4: Manages USAF ground medical expeditionary training and exercises. Develops training calendars and schedules AF personnel required courses. Coordinates and supports multiple medical training programs: Expeditionary Medical Support Training (EMEDS); Silver Flag Participation at Tyndall AFB, FL; Decontamination Training; Ground Surgical Team Phase I/II, EMEDS Systems Administrator, Next Generation Diagnostic System Film Array (NGDS), Joint Biological Agent Identification and Diagnostic Systems (JBAIDS), and Expeditionary / Frozen Blood unit type code training. Consults with medical unit level readiness shops, MAJCOM training / readiness managers to routinely identify training requirements for assigned personnel within the hospitals/clinics. Ensures deployers receive medical readiness training to fill pre-deployment requirements. Represents ACC/SG on Ground Medical Readiness training issues. Develops/requests resources, equipment, and personnel requirements; executes new Ground Medical Readiness training programs for the AFMS.

  • Mobility is a condition of employment; employee must sign an Air Force-wide mobility agreement.
  • Incumbent must be able to obtain and maintain a Top Secret security clearance level.
  • If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. More information on PCS requirements may be found in the additional information section.
  • PCS cost will be paid IAW Career Broadening Policy under this agreement.
  • Career Broadening positions are managed by AFPC/DPCZ and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment.
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • May be required to travel by military and/or civilian aircraft in the performance of official duties.
  • May be required to work other than normal duty hours, which may include evenings, weekends and holidays.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of readiness planning and integration that involves planning, coordinating, or evaluating contingency support to sustain readiness deployment and execution, war reserve materiel management, readiness functions, operations, policies, procedures and practices; and the concepts, theories and practices of work performed in subordinate organizations. Knowledge/experience of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as training, war reserve materiel, deployment, mobilization, exercise, planning, inspection/audit, MEFPAK, COMSEC, AEF operations, MRDSS, AFIT, MRL, DRRS, DCAPES, JOPES, UTA, TPFDD libraries, unit plans, DOC statements, unit reporting, or similar operations. Extensive knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Thorough knowledge of and skill in the application of Air Force readiness plans and operations expertise as it applies to assigned programs. Ability to research, analyze, interpret and apply rules, regulations and procedures; design, conduct comprehensive studies, and prepare solutions to military operational and contingency areas; develop, plan and program the operations and application of various Air Force and Joint Planning Systems. Skill/ability to communicate effectively both orally and in writing and maintain good working relationships.
