This position is located in the Associate Chief Financial Office - Financial Policy and Planning (ACFO-FPP), Working Capital Fund Division, (WCFD) in Washington, D.C. This position has program responsibility for planning, organizing, leading, controlling, and evaluating the WCF operation to protect and ensure the financial health of the fund and to assure that it responds to the program needs of the USDA agencies.

Duties

Direct and provide technical advice for activities of the Department Working Capital Funds Budget staff. Serve as principal budget analyst in the review of proposals for new WCF activities; Advises the Director of WCF regarding technical and operational aspects of procedures for effecting solutions to problems. Establishes and maintains liaison with operating and management officials at all levels of the organization to ascertain their needs for fiscal procedures and financial reports. Serve as task force or project representative on various Inter-Departmental committees to implement new legislation or regulations affecting assigned activity centers. Develops policies and provides background expertise and authoritative advice on activity center factors and requirements, and presents policy recommendations. Serve as principal investigator or team leader responsible for designing, planning, and conducting reviews and evaluations of the organizational, operational, and managerial effectiveness of the WCF activity operations. Recommends improvement initiatives for the management, policies, regulations, and administration of WCF activities to the Division Director of WCF, and others responsible for the management of WCF activity operations. Develop requirements for and preparation of annual 5-year business plans for WCF activities and evaluates the effectiveness of WCF program and service activities or other administrative systems. Evaluation of compliance of WCF program and service activities or other administrative systems with applicable Federal laws, policies, regulations, standards, and directives.

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Time in Grade: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-13 is required to be eligible for the GS-14. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50s will be accepted. Specialized Experience:GS-14: At least one year of specialized experience equivalent to the GS-13 grade level or pay band in Federal Service or equivalent experience in the private or public sector performing the following duties; Experience in Analyzing lengthy financial reports for underlying information; Experience in developing, monitoring, and overseeing, internal control programs/procedures and financial management systems. Experience in communicating useful information from financial reports, and communicating financial and data integrity concerns to all levels of management (inside and outside the financial community), preparing financial reports utilized in determining trends in specific problem areas. NOTE: This experience must be demonstrated on your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may not be substituted for specialized experience at this grade level.
