This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Financial Management Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Fort Liberty known as the "Home of the Airborne and Special Operations Forces." It is a culturally diverse area with both rural and city populations and is co-located at Fayetteville, NC.
Duties
Serve as an action officer on issues and projects related to financial management, mission/program execution, and contract management.
Analyze program, execution, and cost information to makes recommendations to management for corrective action.
Analyze Program Budget Guidance and aggregate into functional work product for day-to-day staff operations.
Analyze financial and cost data to ensure accountability and fiscal responsibility across the headquarters.
Monitor the execution (obligation and expenditure of funds) to ensure funds are properly allocated in a timely and effective manner.
Research fixed, variable and one-time costs to determine impact on total command resources and operations.
Develop resource forecasting models, tools, and strategies to use in the planning, programming and budgeting processes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position requires temporary duty (TDY) up to 20% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. `
Qualifications

Specialized Experience: One year of specialized experience which includes 1. ensure accounting and budget accuracy, completeness, timeliness, reasonableness and utility of all resource information; 2. Analyze cost information to makes recommendations to management for corrective action. 3. Monitor the execution (obligation and expenditure of funds) contracts to ensure funds are properly allocated in a timely and effective manner; and 4. Develop and execute forecast models, tools, and strategies to use in the planning, programming and budgeting processes.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
