About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the USCYBERCOM, J8, Fort Meade, Maryland. This position will be filled on a permanent basis.

Duties

Serve as second-level supervisor for assigned military and civilian personnel, performs the full range of functions defined for such positions in Office of Personnel Management (OPM) guidance. Structure a comprehensive program of analyses to inform the J8 and Command leadership's decision-making on issues for which the J8 is responsible. Lead teams in developing and executing end-to-end project plans to conduct strategic assessments and investigations of emerging analysis concepts, methods, and facilitating tools, including use of automation (e.g. artificial intelligence). Provide expertise for analyses essential to develop and justify enterprise-level courses of action on potentially contentious issues, including those initiated by the Joint Staff, U.S. Congress, and other higher echelon authorities. Provide expertise to support validation of optimized budgets and spend plans for cyberspace program elements requiring exercise of judgment given a dearth of hard data, and high-level requirements boards. Provide guidance to the DoD cyberspace program community, provide leadership for continuing critical evaluation of analysis methods employed to inform cyberspace leadership's assessment of critical program planning and management issues. Serve as a Subject Matter expert on application of methods, tools, and other guidance materials used to develop, validate, and justify the Command's inputs to DoD and federal strategic planning cycles. Apply expertise in program analysis and business analytics to lead development and application of comprehensive assessment methodologies and frameworks tailored to the particular needs of the cyberspace program community.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination.
  • Must be able to obtain and maintain access to NSA.
  • Incumbent may be required to travel approximately 5% of the time and may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation.

Qualifying experience would be demonstrated by 1) Developing strategic and analytical strategies for manpower or workforce structure; 2) Managing a team developing and executing end-to-end project plans, strategic business planning, continuous improvement projects and/or program integration; 3) Conducting assessments and analyses of an organization's budget and/or personnel resources: 4) Supervising subordinate supervisors and/or employees and executing a full range of personnel actions.
