Duties
Manages, directs and executes military pay for Defense Agency customers in the geographical area of responsibility which requires the development of policies and procedures unique to each command in a constantly changing environment.
Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation.
Exercises accountability and leadership oversight of audits and operational reviews performed by the Internal Control and Quality Review units to ensure correct and proper execution of DoD guidance, policies, and procedures.
Assists with resolving complex functional problems within the pay system and affected customers.
Develops recommendations for actions under uncertain conditions and short and rapidly changing program deadlines, facilitates the resolution of controversial payroll problems for the serviced organizations.
Coordinates and participates in the development and presentation of program training. Incorporates new ideas and methodologies and applies new and innovative practices as appropriate.
Monitors the organization’s internal metrics and other performance measurement indicators. Reviews annual internal and external customer surveys and takes appropriate actions to improve results.
Participates in formal and informal management planning, policy and decision-making sessions.
Plans, manages and supervises the assigned division staff which consists of technical and clerical personnel.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

To be hired at the GS-12 grade level, applicants must minimally have:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as demonstrating expert knowledge of military entitlements and automated financial system knowledge in support of military pay operations and related organizations. Developing policies to improve operations, correct deficiencies and resolve discrepancies.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level.

GS-12: Education is not substitutable for specialized experience at this grade level.
