You will serve as an IT Program Manager, Command Information Security Officer (CISO) in the Cyber Engineering and Digital Transformation Directorate of NAVSEA.
Duties
You will serve as the Command Information Security Officer (CISO) or Deputy CISO for the Naval Sea Systems Command, reporting to the Cyber Engineering and Digital Transformation Directorate headquartered in Washington Navy Yard, DC.
You will be responsible for defining objectives, policy, and plans for the operations and administration of NAVSEA’s cybersecurity program.
You will provide direction and leadership for NAVSEA Cyber Planning and Response Center (CPRC) to enable unified monitoring and coordinated command response to security alerts, incidents, and emergent threats.
You will develop innovative strategies and approaches with the acquisition and contracting communities to manage and defend government data in defense industrial base systems.
You will provide day-to-day oversight of Headquarters Information System Security Manager (ISSM) roles and responsibilities.
You will provide senior leadership for a team focused on establishing and implementing comprehensive communication to promote a cybersecurity-aware workforce at all levels of the Command, to strengthen NAVSEA’s overall cybersecurity posture.
You will develop partnerships with other DON and DoD agencies, as well as outside industry and academic organizations and groups.
You will direct and oversee the work of subordinates; establish objectives for work to be accomplished; set priorities and critical schedules for completion of work; and evaluate work performance and deliverables of staff.

- This is a Cyberspace Workforce position, work role code 901, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (GS-13 Equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing or overseeing an organization's information technology cybersecurity program to ensure the continuity of operations for critical command functions. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
