You will serve as a PROGRAM MANAGER (ENERGY MANAGEMENT) in the PUBLIC WORKS BUSINESS LINE of NAVAL FACILITIES ENG COMMAND HAWAII. A Cost-of-Living-Allowance (COLA) of 8.90% will be added to the stated salary.

Duties

You will serve as the primary point of contact, authority, project/program formulation, and coordination link to those affected by EM major special projects and programs. You will lead the review of structures and/or functions of the Energy Management organization to resolve complicated substantive problems. You will prepare management, technical and program correspondence and briefings representing NAVFAC HI Command positions on issues and their impact on the EM Projects/Programs. You will coordinate conveyance land use and environmental issues for EM projects with NAVFAC Pacific (NAVFAC PAC), NAVFAC HI Real Estate Business Line (REBL), Environmental Business Line (EVBL) and Legal Counsel You will maintain technical currency in best energy, utility and business practices and management technology; in both the private and public sectors You will participate in professional organizations and other groups to keep informed of changes in the environmental planning and utility communities. You will provide construction project management support and contractor surveillance for utility related projects.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain a current Certified Energy Manager (CEM) certification within one year of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 or pay band in the federal service or equivalent experience in the private or public sector: 1) Providing technical expertise on matters related to energy management such as renewable energy, energy storage, energy projects, energy reduction; utility services and operations, etc.; 2) Developing and recommending process improvements for an energy program considering emerging energy technologies; best business practices in the public and private sector; and organization's goals and resources; 3) Coordinating requirements of an energy project with several business lines/departments to include: environmental assessments, site approval requests, master plan, studies, etc.; and 4) Interpreting State, local, and Federal laws and regulations governing utility systems and energy goals in order to devise strategic plans, guidance, and procedures for an energy program.
