You will serve as the Director, Plans and Policy in the Plans and Policy Directorate (N5) of Commander, U.S. Pacific Fleet. You will serve as the primary advisor on all matters relating to policies and direction of the Office of the Secretary of Defense, the Department of State, the Office of the Chief of Naval Operations, and U.S. Indo-Pacific Command (USINDOPACOM). As the principal plans and policy advisor to the Commander, you will interpret policies for inclusion in operational Fleet plans.

Duties

You will collaborate with various stakeholders to support the Secretary of Defense's Global Force Management concept by recommending sourcing options in response to feasibility requests, planning orders, and execution orders from USINDOPACOM. You will report commitment, availability, readiness, and policy constraints or concerns that impact requirements management/future readiness. You will lead and manage the interpretation and translation of national policy/military strategy and policy into operational objectives for U.S. Pacific Fleet. You will direct the development and articulation of Fleet input into regional and national political/military strategy for consideration. You will prescribe and manage policy development, coordination and planning in support of the Commander’s Focus Areas and future emphasis.

  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. The ability to manage comprehensive processes that are applied to extensive complex programs in a large, dynamic and diverse organization; in-depth knowledge of fiscal policies and practices; and ability to strategically manage international military operational partnerships. 2. Expert knowledge of management practices associated with all aspects of force deployments and analysis or a broad overall knowledge of military forces/capabilities. 3. A complete understanding of the Naval Operational Planning process in support of USINDOPACOM as Combatant Commander with detailed knowledge of joint planning, scheduling and request for forces authorities and processes.
