You will serve as a TOTAL FORCE MANPOWER AND PERSONNEL DIRECTOR in the TOTAL FORCE MANPOWER MANAGEMENT DIVISION of COMMANDER NAVY REGION HAWAII.
Duties
You will conduct manpower assessments on a program to determine how best to meet organizational goals or objectives.
You will direct the actions and coordinate the activities of cross-functional teams to achieve program goals and milestones.
You will administer program finances, human capital resources, or technical components to meet program operational commitments.
You will compose program plans for organizational direction and guidance (e.g., planning, training, funds, schedules, requirements).

- Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- The incumbent is a member of the regional Crisis Action Team.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Serving as the principal technical and policy advisor to the command on all laws, and regulations pertinent to the management of manpower, personnel and administrative services; 2) Managing, coordinating and administering complex civilian Human Capital/EEO and management problems and issues; 3) Advising on policy making on all matters related to designing and executing a human capital strategy, which includes strategic alignment, workforce planning and deployment, leadership and knowledge management; 4) Developing and preparing reports, briefs and presentations regarding organization wide initiatives; 5) Assisting management with long and short range planning affecting the management of manpower and personnel resources; 6) Monitoring multiple programs for annual, future, multi-year, and long range workload and fiscal planning and budget.
