You will serve as a SENIOR ENVIRONMENTAL MANAGEMENT DIRECTOR in the ENVIRONMENTAL REGIONAL PROGRAM (N45) of COMMANDER NAVY REGION HAWAII.

Duties

You will coordinate staff to expedite environmental action on inquiries, complaints, and assistance requests. You will present and arrange environmental program briefings to a command and external organizations. You will create solutions for environmental compliance and planning program issues across an agency. You will plan, direct, and execute program resources and administration functional operations for an organization. You will develop plans and schedules to guide supervisors in meeting program goals, objectives, and priorities. You will oversee the development of long-range plans and strategies supporting an agency mission.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Plan and execute major environmental programs, including development of strategic plans, budget exhibits, capability plans, new requirements and needs for the programs, policy statements and standard operating procedures; 2) Knowledge of budget development principles and tools, personnel regulations and payroll management; 3) Participate or lead the negotiations with senior and executive decision makers associated with contractors, regulatory agencies or of other organizations on very significant, political, and highly complex matters; and 4) Manage programs and projects in a timely manner and accomplish objectives within resource constraints.
