You will serve as a FINANCIAL MANAGEMENT ANALYST in the U.S. NAVAL OBSERVATORY (USNO), RESOURCE MANAGEMENT of NAVOBSERV.

Duties

You will perform or advises on work in any of the phases or systems of budget administration. You will perform formulation of budget and cost estimates to support plans, programs, and activities. You will develop, determine, and interpret budgetary policies and practices. You will recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations. You will implement legal and regulatory controls over approved budgets. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.

Requirements

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in budgetary policies, precedents, procedures, and regulations. Experience and intensive knowledge of policies, precedents, goals, objectives, regulations, and guidelines of a functional area. Experience and intensive knowledge of administrative and financial management systems. Experience identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding. Experience formulating budget estimates for programs in which funding requirements have changed significantly. Experience and skilled in analytical reasoning, ability to apply skill to the identification, analysis and conceptualization of budgetary problems and development of alternative solutions is required. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience assisting in budgetary policies, precedents, procedures, and regulations. Experience demonstrating knowledge of policies, precedents, goals, objectives, regulations, and guidelines of a functional area. Experience demonstrating knowledge of administrative and financial management systems. Experience assisting in identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding. Experience assisting in formulating budget estimates for programs in which funding requirements have changed significantly. GS-11:
Successful completion of Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a doctoral degree.
OR
Procession of an LL.M. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates one year of experience.

GS-09:
Successful completion of a Master's degree or equivalent graduate degree.
OR
Successful completion of two full years of progressively higher level graduate education leading to such a degree.
OR
Procession of an LL.B. or J.D. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates one year of experience.
