This Management and Program Analyst position is located in the Office of AIDS Research (OAR), Division of Program Coordination, Planning, and Strategic Initiatives (DPCPSI), Office of the Director (OD), National Institutes of Health (NIH) and will be a member of the OAR Operations team and will contribute to administrative and program management activities. Duties

This position is in the Office of AIDS Research (OAR), a staff organization within the Office of the Director, NIH that serves as the central point of coordination for AIDS-related matters and for the scientific, budgetary, legislative, and policy elements of the NIH AIDS research program, policies, and operations. This position will serve as an expert analyst responsible for analyzing, evaluating, and improving a variety of management and administrative issues. Typical assignments will include managing professional support services and IT contracts; developing detailed plans, goals, and objectives for long-range implementation and administration; developing criteria for evaluating the effectiveness of management and programs; and utilizing a high degree of qualitative and quantitative analytical skills in analyzing, evaluating, and improving the efficiency of administrative and program operations, organizations, or management. The ideal candidate will have a Federal Acquisition Certification-Contracting Officer's Representative (FAC-COR Level II) certification. Please note your FAC-COR Level in your resume.

Qualifications

You qualify at the GS-13 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: utilizing knowledge of contract management in reviewing invoices, tracking expenditures, monitoring compliance, and drafting statements of work; leading studies employing advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency and productivity of organizational programs, and interpreting findings resulting from studies; writing official reports to senior management on findings, recommendations, and implementation plans for improvements to administrative operations. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
