Duties

This Supervisory Management Analyst will serve as the Senior Operations Advisor with the Office of Dietary Supplements (ODS). This position will help advance and disseminate research on dietary supplements to foster knowledge and optimize health across the lifespan. The office's primary objectives are to 1) explore the role of dietary supplements as a significant part of the efforts of the United States to improve health care, 2) promote scientific study of the benefits of dietary supplements in maintaining health and preventing chronic disease and other health-related conditions, 3) conduct and coordinate scientific research within NIH relating to dietary supplements, 4) collect and compile the results of scientific research relating to dietary supplements, and 5) advise the Secretary and the Assistant Secretary for Health, the Director of NIH, the Director of the Centers for Disease Control and Prevention, and the Commissioner of the Food and Drug Administration on issues relating to dietary supplements. The incumbent of this position will advise the Director and Deputy Director of the ODS on personnel, programmatic, and budgetary issues critical for ODS to achieve its mission. Also, in coordination with the Director of the ODS, will oversee Scientific and Health Communications, Dietary Supplement Databases, and Management and Administration personnel and activities. Major responsibilities for the incumbent include coordinating with ODS staff and leadership and the assigned Office of Administrative Management Administrative Officer to develop and implement an internal and transparent budget forecasting, tracking, and obligating process for operations, programmatic, and discretionary expenditures that ensures their alignment with the ODS mission. The incumbent will also coordinate with ODS staff and other offices in DPCPSI to develop and implement approaches to evaluate ODS program progress and operational effectiveness and identify and implement systems to eliminate waste and maximize efficiencies. The incumbent will also serve as a Contracting Officer Representative and may serve on behalf of ODS as a contact in interactions, collaborations, and initiatives both inside and outside the federal government, including representing ODS and NIH as an active participant on interagency and inter-departmental groups focusing on dietary supplements and related nutrition or public health issues.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

To qualify for the Supervisory Management Analyst GS-343-14 level, if you meet the following qualification requirement: You must demonstrate in your resume at least 1 year of qualifying specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: leading in-depth studies and evaluations of issues relating to administrative management, proposals, and programs; preparing a variety of reports identifying findings and recommendations of efficiency in accomplishing program objectives; developing and implementing programmatic and organizational strategies and goals; advising management on Human Capital-related issues such as workplace flexibilities, performance and conduct concerns, and performance evaluation.
