As a Senior IT Program Manager, Deputy Chief Data Officer (CDO) incumbent directly supports the Chief Data Officer in the development of the NASA Data Strategy, Data Governance, and data management policies and guidelines that improve NASA wide data discovery and enable data driven decisions. Builds stakeholder coalitions to design, integrate, implement, and adopt data management solutions (including data inventory, stewardship, quality, access, protection, and analytics).
Duties
Supports the development of the NASA Data Strategy, CDO goals, objectives, data policies, and data standards that enhance the NASA mission and align with NASA's IT Strategy, federal directives, executive orders, and laws.
Collaborates with senior executives, senior technical leaders, system engineers, and fellow program managers to further develop and advance the NASA data strategy and build coalitions to affect change leading to improved data use.
Leads the NASA Data Stewardship Program by working with organizations to identify data leaders who understand their data opportunities and challenges. Builds a network of data practitioners and mobilizes them to advance data management.
Manages the implementation of NASA wide tiered, data management and governance to assure that NASA data is managed optimally and within federal policy. Represents data opportunities and challenges at the agency Data Governance Board.
Develops contract requirements, defines deliverables, and works with the Enterprise Business Management Office to establish contract task orders to meet CDO objectives.
Establishes program and project tracking procedures. Develops schedules and track progress against planned milestones. Anticipates risks and develops mitigation strategies that reduce the probability and impact if risks occur.
Directs and oversees the development of project, program, and budget artifacts that promote a common understanding of goals and objectives, promote stakeholder support and enable resourcing decisions.
Guides and oversees the development of data architecture that enhances data search and discovery, data protection, data integration and analysis, and data analytics and visualization that enable data driven, evidence-based decision making.
Guides and oversees the development of a learning program that includes learning journeys, resources, and content to promote a data driven culture and increase data knowledge and proficiency for all levels of the NASA workforce.
Facilitates external collaboration with other government agencies, industry, and academia to identify technologies and data solutions to enable continuous improvement and innovation in data management.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Leading data program, data management, data analytics, or data architecture teams that develop IT capabilities, policies, procedures and standards to enable enterprise data management in support of multiple complex and diverse missions and functions;
Developing multi-faceted program plan that represents a series of interrelated and interdependent initiatives that lead to a unified program outcome;
Providing leadership that inspire teamwork and collaboration between teams, working groups, and across an organization leading toward accomplishment of data objectives;
AND
IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:
