You will serve as a Physical Scienetist in theInternational Programs Coordination Group, Plans, Programs and Requirements Department (N8), of NAVOCEANO BAY ST LOUIS.

Duties

You will gather, categorize, and analyze international program metrics, economic data, operational performance data, and Oceanographic, Hydrographic, and Bathymetric (OHB) production requirements for entry into databases and models. You will assist the International Programs Coordinator with administration of foreign national visits, foreign requests for information, international agreement status reports, and sharing of data. You will provide substantive input for the development of program guidance and resource allocation, based on analyses of data and metrics. You will provide working-level interface with program managers, functional managers, technical/scientific personnel and the Budget Office throughout the resource planning cycle. You will maintain a working knowledge of NAVOCEANO data collection assets, products, processes, and product values and general knowledge of all NAVOCEANO production codes and products. You will prepare high-level briefing material, reports, and point papers to substantiate analytical findings for management’s use.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience working within one or more of the physical sciences (i.e., oceanography, hydrography, physics or geophysics), coupled with knowledge of the ocean environment. Experience relating working knowledge of NAVOCEANO data collection assets, products, and processes. Experience utilizing the budgetary process and applying to combine that knowledge with the scientific knowledge to provide informed recommendations on allocation of resources. Experience correlating a wide range of methods used to gather, analyze, and evaluate broad-based information concerning management and scientific processes, and developing effective metrics. Experience developing and implementing statistical theory in the selection, collection, classification, adjustment, analysis, and interpretation of data and metrics. Experience applying analytical and evaluative methods plus a basic understanding of how resource allocation and manpower systems are used, to evaluate and measure business process accomplishments. Experience communicating both orally and in writing in order to prepare and present recommendations. Basic Requirements:
  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    or

  2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
