You will serve as a DEPUTY TECHNICAL DIRECTOR (INTERDISCIPLINARY) in the Executive Staff of FLT NUMER OCEANGPHY METEO CTR.
Duties
You will assist the Technical Director and Commanding Officer in the oversite of command resources, allocation plans, workforce development plans, budget forecasts, initiatives, and policies.
You will provide oversight to ensure the command mission and assigned work adhere to larger strategic directions.
You will assist the Technical Director as the senior policy advisor for environmental modeling and high performance computing in support of DoD requirements
You will be responsible for developing and supporting policies and directives that ensure the strategic direction for the command, personnel, infrastructure, IT and/or cybersecurity awareness.
You will support the Technical Director in overseeing the Position Management Board for billet issues and concerns.
You will support the development and documentation of future program requirements, to include the command’s Program Objectives Memorandum (POM) annual submission.
You will provide oversight and recommendations for the development of the
annual spend plan.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience and professional knowledge applying meteorological, oceanographic or general physical science methods, techniques, and theory and requisite skills to conduct environmental numerical modeling and ocean forecasting.
Expert knowledge of Navy missions and operational capabilities, and the impact of the atmosphere and ocean on Navy sensors, platforms, and navigation and weapon systems.
Expert knowledge of budget formulation, development and execution, with particular emphasis on the DoD budget process.
Experience with manpower and manning as it relates to workforce management.
Experience of government civilian personnel development and performance programs and
processes to plan, direct, and manage a technically and geographically diverse workforce.
Experience with project management including developing long range organizational plans and strategic goals.
Experience with Linux based High Performance Computer systems and their impact on numerical environmental modeling.

- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

- Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
GS-1340-15
Basic Requirements:
- Degree: meteorology, atmospheric science, or other natural science major that included:
- At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of:
- Six semester hours of atmospheric dynamics and thermodynamics;*
- Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale);
- Three semester hours of physical meteorology; and
- Two semester hours of remote sensing of the atmosphere and/or instrumentation.
- Six semester hours of physics, with at least one course that includes laboratory sessions.*
- Three semester hours of ordinary differential equations.*
- At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.
* There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major.

GS-1550-15Basic Requirements:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
Evaluation of Education:
Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.
