You will serve as a Supervisory Oceanographer/ Physical Scientist in the Ocean Projects Department (N9), Naval Oceanographic Office of NAVOCEANO BAY ST LOUIS.

Duties

You will serve as Deputy to the Director, Ocean Projects Department. You will participates, as a recognized expert in the scientific disciplines associated with the work of the Department, in national and international committees and recommends plans and procedures for cooperative programs. You will provides guidance on technical issues to Division Directors and advises higher level commands regarding program issues. You will determines resources required to meet Department and sponsor requirements. You will providing technical and administrative advice regarding all phases of the programs addressed by the Department. You will maintains proficiency in the application of state-of-the-art sensors, data collection, and environmental products to support sponsor requirements.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • The duties of the position may include up to 25 percent travel in support of survey planning, projects, and platforms.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Anticipates and meets the needs of both internal and external customers. Professional scientific work engaged in the collection, measurement, analysis, evaluation and interpretation of natural and physical ocean phenomena, such as currents, circulations, waves, beach and near-shore processes, chemical structure and processes, physical and submarine features, depth, floor configuration, organic and inorganic sediments, sound and light transmission, color manifestations, heat exchange, and similar phenomena (e.g., biota, weather, geological structure, etc.). Work plans, organizes, conducts, and administers seagoing and land-based study and research of ocean phenomena for the purpose of interpreting, predicting, utilizing and controlling ocean forces and events. 4. Conveys written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. Expresses thoughts persuasively and uses effective modes to reinforce message retention. 5. Demonstrates ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. 6. Identify, analyze and improve business processes to meet new or existing goals and objectives (e.g., increase performance, reduce costs, accelerate schedules). Applies a knowledge of process improvement techniques (e.g., Lean, Six Sigma, Statistical Process Control [SPC], Theory of Constraints, benchmarking, metric/statistical analysis, process management and improvement, process flow charting) to improve processes. Education

Basic Education Requirements
1301:
Successful completion of a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
A combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

1360:
Successful completion of a degree with a major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.
OR
A combination of education and experience which includes course work in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus appropriate experience or additional education.
