About the Position: This position is with the Office of the Chief Army Reserve, Force Management, Directorate of Plans, Policy and Integration Division, located at Fort Belvoir, Virginia.
Duties
Directly support Secretary of Army priorities to Balance and Transition the Army and Implement Total Army Force Policy.
Provide technical advice to Senior Army leaders for the management of total Army Operating Force structure, active and reserve.
Provide coordination on analysis related to Total Army Analysis (TAA), Force Design Updates (FDUs), Rules of Allocation (ROA), and the Force Management Review process and associated Operating Force doctrine and design processes.
Maintain Total Army Force structure reference tool for the USAR force management community.
Oversight of Operating Force structure changes to the Army force structure database of record, the Structure and Manpower Allocation System (SAMAS) and the Army Organization Server (AOS).
Conduct independent force structure analysis in support of Army or Office of Secretary of Defense (OSD) senior leader initiatives.
Act as a liaison with other Force Management divisions and Army Staff organizations to communicate force structure guidance and to program future force structure and force management requirements and authorizations.
Serve as a Deputy Division Chief and Advisor to the Operating Force Division Chief and Director USAR Force Management.
Coach Organizational Integrator team in selection and application of appropriate problem-solving methods, techniques, work methods, practices procedures, and assist the team and/or individual members in identifying parameters of a viable solution.

Specialized Experience: One year of specialized experience which includes participation in major Army Operating Force issues, goals, and objectives; oversight of operations associated with the development of Army Operating Force structures, USAR specific organizational structures, the sequence and timing of key program events and milestones, decision methods, and alternative approaches in order to achieve required mission objectives; conducting qualitative and quantitative analysis, in order to develop and conduct Force Design Updates (FDUs), studies, and reviews of manpower and force structure; effectively utilizing Force Management assets by proposing and implementing solutions for internal business process improvement; and utilization of administrative automated data processing systems, Microsoft Office Suite, and Force Management operated systems and applications such as SAMAS and the Force Management System Web Application (FMS Web). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
