You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the ENTERPRISE ENGINEERING, Code 53431 of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

Duties

You will supervise a highly complex team of scientists, engineers, IT specialists, and project managers on various Business and Enterprise Information System projects. You will work with designated systems engineers in identifying, committing to, and managing initial and derived project requirements. You will lead or participate in division/department/Center councils, special projects, and/or Enterprise-level working groups. You will participate in strategic planning efforts with impact across the division/department/Center.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 451 Advanced Level within 12 months of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: setting employee performance expectations and evaluating employee contributions; maintaining consistent and frequent dialog with each employee; creating and implementing policies and processes for new or unusual situations. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: managing the day-to-day operations of the branch, and serve as a senior level engineer, scientist, or technical specialist on technical projects. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: communicating and enforcing policies and procedures 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: managing IT systems processes and budget; establish IT metrics, methods and concepts. In addition to your experience demonstrating the four competencies above, Your resume must have one year of specialized experience equivalent to the next lower grade level GS-13 or pay band NM-04 in the federal service or equivalent experience in the private or public sector: Knowledge of and experience in applying software development, engineering, and architecture concepts to complex business systems platforms and enterprise architecture; Knowledge of and skills in managing IT systems processes and budget.
