You will serve as an Environmental Protection Specialist in the Occupational Safety Health and Environmental Office of Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF). A Cost-of-Living-Allowance (COLA) of 8.90% will be added to the stated salary. COLA is subject to change at any time.

Duties

You will implement an environmental protection program that embraces a range of subjects directly or indirectly concerned with public safety and welfare and with the protection of natural resources in and around the shipyard. You will ensure compliance with environmental laws and be responsible for the technical adequacy of plans, designs, work control documents, and specifications to ensure environmental concerns are properly addressed. You will manage the commands Solid and Hazardous Waste program by identifying requirements, needs, and developing action plans to ensure environmental compliance while maintaining minimal ecological and economic impact. You will ensure compliance with regulatory drivers such Presidential Executive Orders and Code of Federal Regulations. You will oversee the operation and management of the command's Central Hazardous Waste Accumulation Area, which includes establishing facility management techniques and practices and providing technical guidance to command personnel. You will determine sampling requirements and protocols, sample collection and test methods, and interpret/evaluate analytical and chemical data to determine their validity and scientific significance for impact to the environment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector managing environmental programs (e.g., RCRA, non-RCRA, Used Oil, PCBs, Asbestos, industrial waste, etc.) by developing, implementing, and/or advising on programs directives, standards or procedures to evaluate and ensure regulatory compliance. For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing technical assistance on all aspects of environmental protection requirements. Examples may include identifies and resolves environmental problems, applies various sampling methods and interprets laboratory results for treatment and disposal of waste, or prepares regulatory correspondence and/or written procedures/guidances to implement environmental requirements. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-11 Successful completion of a Ph.D. or equivalent doctoral degree,
or 3 full years of progressively higher level graduate education leading to such a degree,
or an LL.M., if related.
The degree/education must demonstrate the knowledge, skills, and abilities necessary to perform the duties of this position.
