About the Position: Provide advice and guidance to members of the IMCOM-Sustainment Organization for both acquisition and business policies, processes and procedures. Incumbent exercises independent judgment in performance of research, analysis, process improvement, and strategy execution of innovative solutions that offer efficiencies to the acquisition and business management process. Serve as a primary representative on contract related special project teams.
Duties
Assist the requiring activity with identifying and developing requirements to meet the acquisition milestones. Serve as the principal liaison between the requiring activity and higher headquarters.
Apply expert knowledge of the entire contract management and acquisition process, federal procurement laws, federal regulations, DoD Policy, DoD Instructions, and agency contracting directives and policies to advise Directorate personnel.
Provide technical guidance for planning, managing, and optimizing the costs and effectiveness of the Director's acquisition portfolio.
Receive/distribute approved service contract approval forms, pull/create reports, and review reports of supported organizations to ensure proper accountability of funds and compliance with established targets/goals.
Analyze and coordinate contract issues with Directorate staff, higher headquarters, and subordinate activities. Ensure acquisition packet complies with published guidance.
Develop solutions to problems when there are uncertainties involving the legislation, authorities and scope of the action.
Provide assistance to contract management support officers and managers regarding specific situations or problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a secret security clearance.
- Must reach Level II certification in Contracting within 24 months.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually.

Specialized Experience: Specialized experience is defined as experience with the acquisition life cycle and ability to analyze, interpret, and apply federal acquisition regulations, DoD policies and directives, and local command guidance. Has extensive experience with business management, financial management, research and analysis, acquisition oversight and review. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
