These positions are located in the Health Resources and Services Administration, Bureau of Primary Health Care. The duty location for these position is in Rockville, MD and are not eligible for remote work.
Duties
As a Health Scientist, you will provide technical guidance for evaluation of Health Center service programs administered by BPHC.
Your major duties and responsibilities include:
Providing clinical and/or healthcare quality assurance and quality improvement performance technical assistance.
Supporting teams in identifying, designing, and conducting analysis of program data.
Performing data analysis to identify trends and preparing written and analytical reports.
Working with other HRSA offices and other Federal organizations (e.g., CDC, NIH, SAMSHA) to disseminate and obtain information on current Health Center related initiatives, with substantial assistance provided by the supervisor.
Contributing to monitoring, implementing, and evaluating current or projected complex, interrelated public health programs.

OPM INDIVIDUAL OCCUPATIONAL REQUIREMENTS FOR GENERAL MEDICAL AND HEALTHCARE SERIES, 0601:
You must have a bachelor's or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position being advertised. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In addition to the education requirement, to qualify for this position at the GS-11 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-9 level include the following types of tasks performed on a regular and recurring basis:
Assisting in the development and dissemination of scientific and health related technical documents (e.g., data reports, graphs, dashboards, visual presentations) to external customers.
OR
Developing reports, summaries, and briefing documents of recommendations for health care quality improvement.
OR
Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study directly related to the work of this position.
OR
Have an equivalent combination of the above specialized experience AND higher-level graduate education that meets 100% of the qualification requirements for this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

HEALTHCARE QUALITY ASSURANCE - Knowledge of the principles, methods, and tools of healthcare quality assurance and quality improvement used to ensure programs meet requirements and standards.
DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgement and to enable strategic decision-making.
SCIENTIFIC WRITING - Prepares written documentation to transfer scientific information about concepts, situations, products, services, or results to audiences with varying levels of scientific knowledge.
PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates, and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services.
