These positions are located in the Health Resources and Services Administration, Bureau of Primary Health Care and Provider Relief Bureau. The duty location for these positions is in Rockville, MD and are not eligible for remote work.

Duties
As a Health Scientist, you will provide technical guidance for the evaluation of Health Center service programs.
Your major duties and responsibilities include:
Providing clinical and/or healthcare quality assurance/quality improvement performance technical assistance.
Advising the Director and other BPHC staff on the design, analysis, and dissemination of Health Center Program data.
Identifying, designing, and conducting analysis of program data to prepare written and analytical reports.
Working with other HRSA offices and other Federal organizations (e.g., CDC, NIH, SAMSHA) to disseminate and obtain information on current Health Center related initiatives.
Providing expertise in developing, monitoring, implementing, and evaluating current or projected complex, interrelated public health programs.

OPM INDIVIDUAL OCCUPATIONAL BASIC REQUIREMENTS FOR GENERAL MEDICAL AND HEALTHCARE SERIES, 0601:
EDUCATION: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-12: In addition to meeting the Basic Education Requirement, to qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis:
Designing or developing technical documents related to clinical/healthcare quality improvement for dissemination to internal and external customers.
OR
Utilizing qualitative or quantitative tools for the assessment of clinical/health center program effectiveness.
GS-13: In addition to meeting the Basic Education Requirement, to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:
Analyzing data to develop and disseminate health related technical documents to internal and external customers (e.g., data reports, reviews, and visual presentations).
OR
Documenting results of clinical/health care quality analyses in papers, presentations, briefs, etc. for dissemination to various internal and external audiences.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
HEALTHCARE QUALITY ASSURANCE - Knowledge of the principles, methods, and tools of healthcare quality assurance and quality improvement used to ensure programs meet requirements and standards.
RESEARCH AND EVALUATION -Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
SCIENTIFIC WRITING - Prepares written documentation to transfer scientific information about concepts, situations, products, services, or results to audiences with varying levels of scientific knowledge.
PUBLIC HEALTH PROGRAM MANAGEMENT -Plans, develops, coordinates, and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services.
