This position is located in Nursing Service at the Jonathan M. Wainwright Memorial VA Medical Center located in Walla Walla, Washington. The incumbent reports directly to the Deputy Associate Director for Patient Care Services (DADPCS) with a matrix to the Associate Director for Patient Care Services (ADPSC), and the Medical Center Director (MCD). It is titled "Administrative Assistant" at the GS 7 and GS 9 levels, and as "Administrative Officer" at the full performance GS 11 level.

Duties

The Administrative Assistant/Officer is responsible for the administrative management and clinical efficiency of the Nursing Service. The incumbent is an experienced administrative professional with demonstrated leadership skills in administrative operations, conducting data analysis, and tracking information/data. Duties include but are not limited to the following: Serves as the liaison for Nursing Services. Performs analytical research for clinical functions within the Nursing Care to include but not limited to productivity, survey accreditation preparation, Veteran access and satisfaction, and contract officer representative (COR) duties. Provides administrative management and support with departmental program goals and objectives that relate to the VA mission. Uses technical skills to resolve critical programmatic, organizational, and functional problems. Provides support in identifying, planning, coordination, and execution of policies, programs, and operations of clinical programs of Nursing Service. Examines programs and recommends expanding, contracting, combining, or realigning them to best meet patient healthcare needs, while ensuring quality in the most economical manner. Assists in assessing needs and hiring efforts of staff. Prepares cost-benefit analyses and workload tracking systems. Leads process improvement projects. Conducts extensive research; Extracts and assembles information, conducts analysis, and develops reports or presentations. Monitors and analyzes changes in VHA and VISN goals and performance measures. Provides technical support for development and renewing contracts for scarce medical resources and medical care contracts. Manages procurement and contracting for the service line. Serves as COR for Nursing Service and independently oversees the pre-solicitation development documents of contracts. Prepares and reviews purchase order for supplies and non-expendable property such as equipment, to include personal computer hardware and software and other specialized equipment. Responsible for coordinating and executing data pulls on metrics, data analysis and developing action plans related to programs within Nursing Service. Develops and reviews the Nursing Service standard operating procedures (SOP) and Medical Center policies (MCP). Expertly addresses issues related to timekeeping, timecards, T&Ls, and Nursing Professional Standards Board actions. Assist with budget preparation and management. Provides oversight to all management officials, supervisors, and employees on the interpretation and application of a variety of financial and OI&T policies, practices, and procedures including menus and keys and delegation of authorities. Actively participates in various facility committees, organizational work groups projects as a representative for and in support of Nursing Services. Other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework on an ad hoc basis, determined by the needs of the service and supervisor approved. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 03/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: MINIMUM QUALIFICATIONS GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Office support services; document control; administrative functions; knowledge of policy development; preparation of meeting agendas and minutes; knowledge of government purchasing program; knowledge of timekeeping processes and procedures, experience with various software programs such as electronic healthcare records and Microsoft office, excel, word, etc. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have have completed 1 full year of graduate level education or have completed a Bachelor's degree with Superior Academic Achievement. Education must have been obtained in an accredited college or university. Transcripts must be submitted with your application materials. Education cannot be credited without documentation.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of some specialized experience equivalent to at least the GS-5 grade level but less than one year, and have some graduate level education but less than one year. Education must have been obtained in an accredited college or university. Transcripts must be submitted with your application materials. Education cannot be credited without documentation. ACWA Testing: At this grade level ACWA testing may be required. MINIMUM QUALIFICATIONS GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administrative support; Program Planning and management; Interpreting policy and procedures; quality and process improvement; preparation and coordination of documents; knowledge of budget or fiscal responsibilities; timekeeping responsibilities. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B or J.D in a related field of the position to be filled. Education must have been obtained in an accredited college or university. Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience equivalent to GS7 level described above to meet the total experience requirements. MINIMUM QUALIFICATIONS GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administrative management; analytical research in areas such as productivity, survey accreditation, Veteran access and satisfaction; Strategic program planning and management; Policy development, coordination and execution; Process improvement projects and system redesign; Budget management and preparation; Timekeeping expert; Suspense management; Fiscal responsibilities related to Contracting Officer Representative and/or Purchase Card Holder. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree OR LL.M, in a related field of the position to be filled. Education must have been obtained in an accredited college or university. Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate level education (beyond a master's degree) and specialized experience equivalent to the GS 9 as described above to meet total experience requirements.
