The Housing Programs Supervisor oversees the administrative and day-to-day clinical operations of the Health Care for Homeless Veterans (HCHV) contract residential services (CRS) program and the HUD-VA Supportive Housing (HUD-VASH) permanent housing program for staff both at Truman VA's Homeless Services and assigned to various CBOC locations.
Duties may include but are not limited to:
Supervisory responsibilities:
Supervises a group of employees performing work at various GS levels and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit.
Performs the administrative and personnel management functions relative to staff supervised.
Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
Ensures adequate provider coverage in all program areas under their responsibility, planning assignments and coverage systems based on program needs, workload, and staff capability.
Observes workers' performance; demonstrates and conducts work performance critiques.
Provides informal feedback and periodically evaluated employee performance.
Housing Programs Oversight:
Prepares reports and statistical documentation about Housing Programs services and utilization for facility, VISN, and national leadership.
Works with multi-disciplinary teams and community agencies to develop more effective and efficient ways of delivering healthcare services to homeless and at-risk Veterans.
Maintains program and administrative reference materials, project files and relevant background documents, and makes available to staff and leadership policies, procedures, and written instructions; maintains current knowledge to answer questions from Housing Programs team members on procedures, policies, directives, and other guidance relative to the services provided.
HCHV and HUD VASH Program Administration:
Administers Information and analytical systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including visits, referrals, inpatient days, patient demographics, equipment utilization and Veteran satisfaction. In conjunction with the Homeless Services Supervisor, develops, implements, and evaluates clinical guidelines and protocols to establish appropriate utilization of services.
Incumbent is instrumental in the administrative coordination of the Housing Programs staff's monitoring of patient activities. Reviews admissions and assigns Veterans to appropriate staff for case management and discharge planning.
Ensure the program operates in a continuous state of readiness for accreditation and continuously evaluates the documentation, encounters, RVUs, and other indicators of quality patient care activities of clinical staff in the program.
Contracting:
Completes mandated Contracting Officer Representative (COR) training and maintains COR certification by meeting all continuing training requirements.
Oversees HCHV CRS contracts with local agencies that provide contract residential services for homeless Veterans, including correspondence with Network Contracting Office and HCHV contract facilities.
Monitors the clinical care provided by contracted providers and assessing the compliance of the programs in contract with the VA.
Community Engagement:
Serves as Housing Programs Liaison for Truman VA in the community, including participating in the Missouri Balance of State Continuum of Care, and potential participation in subcommittees that are specific to Veteran issues.
Serving as the primary point of contact for the National Call Center for Homeless Veterans.
Clinical Care Provision:
Plans, develops, and maintains a network of relationships with community resources and other advocates for the homeless to effectively screen and identify Veterans members of the homeless population.
Interviews potential clients, interprets VHA guidelines and eligibility requirements, initiates eligibility determination, and forwards to VA eligibility staff members.
This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.

English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Grade Determinations:
(1) Experience/Education. One year of experience equivalent to the GS-12 grade
level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
(2) Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
[(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services by supervised social workers.
(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
(f) Ability to provide staff training and development.
(4) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs).
