VA Careers - Social Work: https://youtube.com/embed/enRhz_ua_UU The ICMHR / PRRC Program Manager serves as front line supervisor of Truman VA's two RANGE teams (one located at main facility, one located at Waynesville CBOC) and PRRC program. The incumbent will supervise at least 7.0 FTE, including Social Workers, Senior Social Workers, and RN Case Managers. Duties may include but are not limited to: Program Manager/Supervision (70% time): The ICMHR / PRRC Program Manager directs the operations, including allocation of resources of personnel, space, and equipment for the RANGE and PRRC programs at Truman VA. The incumbent identifies opportunities and methods for improving operations by collaborating with internal and external stakeholders and pursuing needed personnel actions, including recruitment of additional staff. The ICMHR / PRRC Program manager is responsible for monitoring program-level performance on relevant SAIL metrics and ensuring ongoing compliance with Commission on Accreditation of Rehabilitation Facilities (CARF) accreditation standards. The incumbent is responsible for completion of all program evaluations and documentation required by the Medical Center, VISN 15, and VACO. The incumbent adheres to all VHA and Truman VA policies and procedures concerning work related injuries and illnesses, assures that working conditions and work practices within the work site are such that the possibility of on-the-job injury is minimized. The incumbent also supports and assists in instructing and training staff in safe working practices, occupational health, emergency preparedness and fire protection programs by application of approved standards, regulations, practices and methods. The incumbent develops effective and strong relationships with internal and external resources to ensure continuity of care and to promote successful transitions of services for Veterans served by RANGE and PRRC. Incumbent has advanced skills in community partnership building and is able to expertly represent Truman VA in coordinating program-related initiatives. The incumbent develops local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbooks or national directives. The incumbent organizes, sets priorities, meets multiple deadlines, and evaluates the performance and priorities of both programs. The incumbent collaborates with internal and external partners to further program goals and enhance patient centered care. The incumbent oversees fiscal matters (as assigned by the Administrative Officer) of the functions supervised, forecast resource and equipment needs, and administer the allocated budget. All other duties as assigned. Clinical Responsibilities (30% time): The ICMHR / PRRC Program Manager provides clinical psychosocial and intensive case management services at an independent practice level to eligible Veterans to assist them in meeting their mental health needs and goals. Intensive case management services are characterized by assertive outreach, individualized treatment planning, frequent clinical contact, and extensive coaching. The incumbent must have highly developed clinical skills, be able to work autonomously, and demonstrate sound clinical judgment that promotes the health and welfare of Veterans served. The Program Manager in this role may have frequent contacts with Veterans to provide individual case management services, will generally provide those services in the community (including Veterans' homes), and will focus interventions on identifying and strengthening the Veteran's ability to address acute and chronic mental health and medical issues. The incumbent will use naturalistic community settings to provide coaching and modeling of problem-solving strategies. This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations GS13: (1) Education and Experience. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. (2) Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. (3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development. (4) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs).
