As an Administrative Officer, you will serve as the Director of the Administrative Services Division, of the U.S. Access Board. The purpose of this position is to oversee and coordinate all administrative activities of the Board including budget management, fiscal accounting, personnel, payroll services, contracts management, procurement, information technology, travel management, space and property management, records administration, policy development, and employee services.
Duties
As an Administrative Officer, you will:
- Manage, administer, and supervise all activities for which the division is responsible. Maintain oversight responsibility for the finances of the agency and act as the supervisor of the Chief Financial Officer. Conduct annual and periodic performance reviews and, as necessary, develop performance improvement plans and schedule trainings, which will further develop the employees' skills.
- Develop and implement strategies and work plans to accomplish goals established by the Board. Serve as the Board's Budget Committee staff liaison and coordinate and carry out all activities necessary for the preparation, conduct, and follow-up of the committee's meetings. Exercise a high degree of flexibility and innovation in project design, implementation, and utilization of resources.
- Serve as the Board's Budget Committee staff liaison and coordinate and carry out all activities necessary for the preparation, conduct, and follow-up of the committee's meetings. Provide analyses of the agency's expenditures and responsible for the overall management of agency funds. Keep the Executive Director informed of significant personnel matters and prepares formal and follow-up actions for most supervisory personnel functions.
Qualifications
You must meet the following requirements within 30 calendar days of the closing date of this announcement.
Specialized Experience:
For the GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
- Directing analysis of a Program Office including organizational planning, system or management improvement studies, or policy and procedure updates; AND
- Providing day-to-day administrative and technical supervision; AND
- Establishing priorities and allocating and shifting resources to meet office needs; AND
- Providing HR services or technical advice on issues related to program responsibilities, policy implications, or operational procedures according to Title 5 of the CFR; AND
- Overseeing the development of budget estimates and justifications to ensure compliance with agency reporting requirements.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
