You will serve as a FINANCIAL MANAGEMENT ANALYST in the OPERATIONS AND MAINTENANCE APPROPRIATIONS DIVISION of the COMPTROLLER DIRECTORATE (SEA 01) of NAVAL SEA SYSTEMS COMMAND. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.

Duties

You will defend NAVSEA Operation and Maintenance (OMN) budgets in response to questions and marks from a higher authority. You will coordinate responses for all budget ad-hoc drills, reflecting a thorough understanding of assigned programs. You will communicate with NAVSEA financial person of contacts (POCs) throughout the Planning, Programming, Budgeting, and Execution System (PPBES) process. You will demonstrate proficient knowledge of budget concepts, principles, laws, and regulations throughout the PPBES process to support the development of OMN budgets. You will collaborate and work with external stakeholders and alert NAVSEA leadership of impacts. You will perform execution tasks such as managing cash/controls, obligation and cash phasing plans, variance analysis, labor, command reserve, and certified obligations. You will conduct top-level budget summaries during each budget cycle, outlining significant changes and tracking current and future capabilities. You will perform program execution reviews, analyses, and appraisals of the various major operating and support programs within the organization and with external stakeholders. You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas. You will provide interpretive and analytical advice on financial transactions and program execution. You will serve as the senior liaison for budget, accounting, or financial management policy and procedures within the organization.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-03 (GS-13) or grade level in the Federal service or equivalent experience in the private or public sector leading or developing financial management analysis functions (e.g. creating financial management plans, directing financial program reviews, or developing high level budget summaries) for an organization.
