About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with Office of the Chief of Staff of the Army, HQDA G-2; CI, HUMINT, Security and Foreign Disclosure Directorate; Plans and Integration Branch in the Pentagon, Arlington, VA.
Duties
Serves as a Team Lead in the Army Counterintelligence (CI) and Human Intelligence (HUMINT) Plans and Integration Branch, Army G2X, Deputy Chief of Staff (DCS), G-2.
Serve as senior Plans and Integration team member exercising Army G2X staff responsibility for planning, developing, managing and overseeing strategies and programs to focus Army CI and HUMINT collection and integration activities.
Oversees the entire Army processes for collection integration and management worldwide.
Plans and manages a program to measure the effectiveness of Army CI and HUMINT collection activities.
Represents the Army’s position concerning CI and HUMINT collection management policies, strategies, processes and tradecraft at Army, DoD and Intelligence Community boards, committees and working groups.
Serves as a senior advisor on all Collection Enterprise issues to the Army G2X.
Plans and directs a program to measure the effectiveness of Army CI and HUMINT collection programs.
Provides expert guidance on applicable laws, policy, doctrine, programs, Executive Orders, regulations, strategies, policies, concepts, methodologies, directives and guidance for the development of Army CI and HUMINT collection management guidance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two-year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a TOP SECRET security clearance with eligibility for access to sensitive compartmented information (SCI) based on a Tier 5 (or equivalent) background investigation.
- May require Temporary Duty (TDY) travel to locations both within the continental United States (CONUS) and outside the continental United States (OCONUS) up to 20% of the time.
- May be subject to short notice expanded hours and possible recall situations and irregular work hours, including weekends and holidays. Overtime/shift work may be required.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience 1) planning and developing Counterintelligence and/or Human Intelligence collection management strategies and policies; AND 2) assessing Counterintelligence and/or Human Intelligence collection and performance against collection strategies, priorities and objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
