Duties

Serve as the System Manager for the HRIS suite of systems (RPA, HRBID, EDIPI, eVERA/VSIP, PAT) and oversees any new or required programming efforts for these systems. Coordinates and tracks current maintenance, develops Software Development Life Cycle with teams and best practices, and works with all stakeholders to ensure releases are timely and with high quality. Conducts system audits to ensure policies and procedures for all these areas of payroll, financial and budget payroll processes are followed in systems development. Recommends changes/modifications to current regulations, policies, and practices adaptable to all systems. Analyzes specific functional and system problems encountered in the testing process and determines solutions and corrective actions for these problems. Identifies how system modifications or new systems or subsystems affect current systems; prepares cost analysis; establishes target completion dates; and prioritizes proposed system changes or developments.

  • Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Providing expertise and technical guidance on designing, developing, implementing, and maintaining major systems software/hardware; conducting systems requirement reviews and taking necessary corrective action. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

Education is not substitutable for specialized experience at the GS-13 grade level.
