You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of COMMANDER - NAVAL INSTALLATIONS.

Duties

You will review and interpret guidance published by Congress, OMB, OSD, ASN FMC, etc. to establish guidance for BSO 52 (CNIC/NAVFAC) Headquarters and Regional Base Commanders worldwide. You will possess thorough knowledge of the Standard Accounting Budgeting Reporting System (SABRS), Command Financial Management System (CFMS), and Navy Enterprise Resource Planning (NERP) and to have the ability to input and extract data as required. You will independently plan, prepare, and present briefings materials to BSO 52 (CNIC/NAVFAC) command leadership. You will generate financial policy and training guidance to support BSO 52 (CNIC/NAVFAC) command programs.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting Congressional, OMB, OSD, ASN FM&C financial policies, processes, procedures and requirements in order to support program goals. 2) Analyzing, evaluating and reviewing budget and program issues and financial data and report using business tools and applications, cost and economic analysis, and performance metrics to provide recommendations 3) Interpreting and applying analysis, performance management, business methodologies, and planning techniques to perform program management and resource management. 4) Analyzing a wide variety of issues to formulate policies, regulations, instructions, goals, procedures and processes.
