You will serve as a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST in the Operations Support Branch of NAVAL AIR SYSTEM COMMAND HQ-OSF.

Duties

You will be responsible for identifying meaningful metrics, evolving measures and working with the COG to ensure COG SES leadership has critical, accurate information available near real time to inform strategic decision-making. You will assist in management of compensation analysis to include routine occurrences of assessment efforts across various performance systems (DPMAP, ACQDEMO, STRL, etc.). You will provide support and manage all logistics associated with the interview process, to include sometimes participating in and advising hiring panels on proper resume evaluation. You will identify developmental and training needs of employees, providing or arranging for needed development and training. You will be responsible for managing COG Position Management Board and process.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Expert knowledge in all areas of recruitment to include strategies to fill hard to fill and critical vacancies; 2) Expert knowledge of all performance systems to include DPMAP, STRL, GS and AcqDemo to serve as Administrator and perform all associated duties; 3) Expert knowledge in Navy ERP Organizational Relationship & User Access Management, to include NIS ICAM application; 4) Expert knowledge and ability to use the NAVAIR Phasing Plan to forecast EOB (OMN) salary and support funds; 5) Expert knowledge to support functional management of the College of Corporate Operations to enable talent management.
