About the Position: The purpose of the work is to analyze, advise on, and recommend solutions to budgetary problems in all phases of budget administration. Work often involves interpreting and adapting legislation, higher level directives, or new or revised methods that impact directly on the agency's programming and budgeting process, and which are critical to obtaining the resources required to conduct agency operations.
Duties
Apply DoD PPBE, fiscal law, Army Audit Readiness, policies, regulations, principles, standards and procedures to financial management activities of the Directorate and use that information/knowledge to inspect and advise/assist supported Garrisons.
Execute budget by creating/managing commitments and obligations and tracking/managing expenses and disbursements (COED) for current, expired, and canceling years.
Identify problems, determine accuracy and relevance of information; use sound judgement to generate and evaluate alternatives, and to make recommendations.
Receive/distribute funding, pull/create reports, and review reports of supported organizations to ensure proper accountability of funds and compliance with established targets/goals and prepare justifications with impact statements for shortfalls.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to obtain and maintain a Secret Security Clearance.
- This position requires Financial Management Certification, level II within 24 months.
- This position may require up to 10% of travel (TDY).

Specialized Experience: One year of specialized experience which includes experience with budget functions involving the formulation, justification, and/or execution of budgets; experience with Federal budget process and planning, programming, budgetary system such as General Fund Enterprise Business System (GFEBS).This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
