About the Position: Serves as a Human Resources Specialist for the U.S. Army Medical Center of Excellence G1, providing guidance, advice, and assistance to management and employees on civilian personnel matters and develops internal procedures to assist with this effort. The U.S. Army Medical Center of Excellence is located in beautiful and historic San Antonio and is within easy commuting distance of desirable neighborhoods and excellent school systems.

Duties

Prepares and processes the command approval documents (e.g., Automated Nature of Action) for the Medical Center of Excellence (MEDCOE). Skilled in applying fundamental Human Resources Management (HRM) laws, principles, policies, systems, methods, procedures, and regulations. Develops methods for tracking and monitoring various human resources requirements and develops associated internal procedures. Applies knowledge and skill in applying the principles and practices of extracting and compiling statistical data cont.. cont.. for preparation of a variety of quality control reports and graphs depicting CHRA personnel action processing activities and associated production data. Serves as the MEDCOE incentive awards program manager for civilian personnel. Resolve quality control issues in the CHRA’s personnel action processing process and associated production data. Make informed judgments on problems and issues, develop internal procedures, and make recommendations for process improvement.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes utilizing comprehensive knowledge of civilian human resources principles and Federal personnel laws to assist with advising, administering and managing the civilian human resources program in functional areas such as performance evaluations, awards, training, benefits, pay and leave; applying and interpreting basic civilian HR principles, laws, regulations, policies and practices to provide guidance to employees, supervisors and managers; using database management systems to extract, compile, analyze and interpret statistical data to prepare a variety of quality control reports and to provide solutions to meet mission requirements; and processing transactions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
