Duties

The primary purpose of this position is: Serve as senior management for planning, organizing, and executing artificial intelligence efforts in Air Force Futures (AF/A5/7). Directs, plans, and manages the activities of the Artificial Intelligence (AI) Cross-Functional Team (AF/A5DQ) ensuring compliance with Congressional, Office of the Secretary of Defense, and Joint Artificial Intelligence Center strategy, policy, and regulatory documents. Responsible to establish, develop, and maintain effective working relationships with senior leaders in the Air Force acquisition community, including but not limited to, SAF/AQ, SAF/FM, AF/A8, and AFMC. Directs and advises Air Force senior leadership on developing Air Force artificial intelligence priorities for future systems necessary to conduct air and space operations. Provides AI advocacy and expertise in developing AI-enabled war gaming and modeling and simulation applications to strengthen the Air Force's data-driven, threat-informed capability development.

  • This is a Centrally Managed position in the Operations career field.
  • This is a supervisory position. A one year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

Position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes expert knowledge of qualitative and quantitative evaluation techniques for the study of future joint force missions, capabilities and requirements. Thorough knowledge of the missions, roles, functions, organizational structures, and operations of the DOD, Air Force, and joint organizations as they concern military, operations, capabilities, and capability employment principles. Mastery of systems planning and project management concepts, methods, and practice and management principles and systems sufficient to lead the evaluation of future GCP requirements and to develop a high-level architecture plan to support Air Force and joint mission requirements and to exercise mature administrative and technical judgment in managing programs, resolving complex cross-organizational problems, and developing new hypotheses or fundamental new concepts. Expert knowledge of the Federal, DOD, and Air Force Planning, Programming, and Budgeting System (PPBS) and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of designated agency and Joint operations, capabilities, and capabilities employment principles including artificial intelligence. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of air and space plans, programs, and procedures for conducting major operations such as war, military operations other than war, mobilization, deployment. Knowledge of the Department of Defenses' Joint Capabilities Integration Development System (JCIDS), Planning, Programming, and Budgeting System (PPBS), and the designated Department agency policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans in support of major war, mobilization, and other contingency and operational plans. Ability to plan, organize, and direct program functions and advise senior leadership on artificial intelligence strategic efforts. Skill in managerial and coordination activities sufficient to manage and review multiple studies of future capability requirements with many variable or unknowns including mission changes, future technology, and competing organizational interests. Ability to plan, organize, direct program functions, mentor, motivate, lead staff and communicate, orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
