This position is located in the Drug Enforcement Administration (DEA), Office of the Deputy Administrator/EEO Office/Special Emphasis & Diversity Unit. This position primary purpose is to serve as the manager for an assigned Special Emphasis Program.

As a your typical work assignments may include: Directing all DEA Special Emphasis activities for assigned program. Coordinating logistical arrangements for and preparation of all required reports for monitoring and advisory committees established by court order. Developing and monitoring action plans related to the implementation of these program requirements. Addressing complex equal opportunity problems or issues that are new, highly controversial, or precedent setting in nature.

Qualifications

All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 level in the Federal service or equivalent, which demonstrates your ability in: (1) Applying the principles, theories, and concepts which govern an agency's Equal Employment Opportunity Program; (2) Providing guidance to team members and management officials on procedures to ensure compliance with applicable EEO Laws; (3) Assisting in gathering, analyzing and evaluating data in order to identify problems and develop solutions; and (4) Assisting in the development of EEO procedures, guidance and policies. OR Have a Ph.D. or equivalent doctoral degree; or three (3) full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 level in the Federal service or equivalent, which demonstrates your ability in: (1) Applying the principles, theories, and concepts which govern an agency's Equal Employment Opportunity Program, to include a Special Emphasis program; (2) Providing technical guidance to team members and management officials addressing EEO statutes, regulations, guidelines, and requirements; (3) Conducting training regarding the interpretation and implementation of EEO and other nondiscrimination laws; and (4) Planning, initiating, and conducting program surveys, studies, and analysis for the respective EEO program(s). Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience for this position includes: Competencies: Your qualifications will be evaluated on the basis of your level of competencies in the following areas: Oral CommunicationOrganizational AwarenessProblem SolvingWriting Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 and for GS 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
