This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as the PEO Missiles and Space (MS) manpower and force structure analyst and is considered the technical authority in the areas of force structure, manpower, personnel authorization, and utilization.
Duties
Advises the APEO Business Manager on the distribution and allocation of PEO MS manpower including active duty, civilian and contract personnel for personnel assigned to PEO MS’s major geographical regions.
Makes recommendations on resource management decisions based on the results of manpower studies and analysis.
Provides advice and assistance to the APEO BM and PEO Leadership on the effective use of military, civilian and contract personnel.
Independently resolves problems or issues with organizational-wide impact.
Manages program requirements, objectives, and metrics; and resolves conflicts among schedules, funding, and resources.
Develops program policies, resolves issues related to policy application, and coordinates major program functions with subordinate Project Offices and activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- One year trial/probationary period may be required.

- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- Must be able to obtain and maintain a Secret clearance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year experience equivalent to the NH-03/GS-13 grade level or equivalent pay band in the Federal service that includes: 1) Analyzing manpower programming and budgeting to ensure that the Table of Distribution and Allowances (TDA)/Modification Table of Organization and Equipment (MTOE) reflects the approved military and civilian manpower program by appropriation and authorization; 2) Assist in developing manpower allocation strategies to implement command decisions, analyze manpower utilization while monitoring the allocation of controlled manpower programs.; and 3) Evaluating manpower transactions to determine factors that caused changes to authorized strength levels.
This definition of specialized experience is typical of work performed at the next lower grade level/equivalent to the NH-03 or GS-13 grade level in the Federal Service.
