The primary purpose of this position is to serve as the appropriated fund (APF) Resources Advisor, providing advice, support and training to flights within the Squadron to include responsibility for organizing, administering, and exercising control over financial planning and execution.
Duties
Performs resource advisor formulation work involving review and preparation of resource estimates and financial plans
Responsible for programming financial requirements and scheduling goals
Represents the organization with a variety of installation and functional area organizations
Provides advice and assistance to Force Support management officials regarding financial management issues to effectively meet current and Jong-range program goals and objectives
Requirements
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- This is a term position and has a not to exceed date. This position may be extended to the fullest legally allowable period without further competition. The appointment may also end early due to lack of work or funds.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: Ensures detailed analyses, budget estimates, special reports, and other documentation for training and readiness for the Program Objective Memorandum (POM), Financial Plan (FINPLAN), and execution submissions. Establishes and manages methodology used to allocate funding among divisions. Devises alternative plans when limited resources are inadequate to support projected operational requirements. Analyzes operations and financial status of assigned area to project any funding shortfall or excesses. Analyzes program, budget, and execution data, providing executive staff with accurate decision information on program resources execution and vulnerabilities.

EDUCATION: Must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. This graduate education must be directly related to the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS.

COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-11 grade level, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for the GS-11 grade level. Only graduate education in excess of the amount required for the next lower grade level (GS-09) may be used to qualify applicants for positions at grade GS-11.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of common financial management/ resource advisor practices, procedures, regulations, precedents, and guidelines.
2. Knowledge of resource formulation processes to forecast annual revenues and expenditures of assigned funds.
3. Skill in relating entries in financial documents to mission, structure, goals and work processes.
4. Ability to formulate, justify and execute assigned APF financial management program.
5. Ability to gather, assemble, and analyze program information, draw conclusions, and devise solutions to problems.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
