The primary purpose of this position is to serve as the Criminal Justice Information Policy Program Manager in the Criminal Justice Information Center, with responsibility for managing Department of the Air Force's (DAF) criminal justice policy and informing senior DAF leaders about the risk associated with criminal history records for the Department of the Air Force.

Duties

Develops, publishes, and maintains Department of the Air Force's (DAF) Criminal Justice Information policy ensuring compliance with federal law, DOJ rules, and DoD directives. Establishes CJIC policy and oversees all publishing, to include electronic publishing, forms management, and graphics. Manages complex criminal history programs involving Department of the Air Force (DAF), Department of Defense (DoD), federal, state, and foreign government agencies worldwide. Directs and leads special projects, initiatives, and special assignments. Identifies the need for and initiates special projects affecting law enforcement, military justice, and CJIC mission areas with milestones and goals.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Inspection Investigations Enforcement and Compliance Series 1801 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a broad range of sources and applicable information such as Department of Justice, Department of Defense, and Department of Air Force publications; pertinent laws; and governing guidelines, policies, and procedures affecting the Publishing Program, including the Freedom of Information Act, Privacy Act, and copyright laws as they relate to publications, forms, records management, visual information, and reprographics. Expert knowledge of the Center's programs and policies and the ability to determine or define the target audience. Knowledge of publications concepts, principles, practices, methods, and finer techniques and nuances of English composition, including the use of logic, consistency of style, parallel construction, use of transitions, and similar elements in order to analyze, organize, write, rewrite, and edit a variety of materials that convey CJIC information to a broad general audience. Incumbent uses knowledge to interpret and explain a variety of specific law enforcement and criminal justice related subjects and to provide guidance to or to edit to specific audiences in order to promote thorough and complete understanding of Criminal Justice Information publications that are used in law enforcement and military justice practices and have potential legal ramifications. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of the Department of Defense and Department of the Air Force, publishing and graphics programs. In-depth knowledge of Federal Statutes, DoD, and Air Force guidance related to all facets of criminal indexing of personnel; criminal indexing expungement, information release and Freedom of Information Act requests; and knowledge of public information release and denial determinations (Freedom of Information Act, Official Use Request, Privacy Act, etc.). Expert knowledge of, and the ability to apply, the theories, principles, methods, technology, and editorial practices to develop, write, edit, and publish a variety of publications, forms, multimedia products, and other types of documents in both electronic and paper formats Extensive knowledge of specialized publication, general Privacy and Records Managements regulations as pertaining to Publications and forms regulations, applicable laws and language. Skill in using various office automation software programs, tools and techniques to support office administrative operations, offsite access and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphics. Advanced skills in fact finding techniques to gather and verify factual information and to write and edit materials or to provide feedback and guidance to personnel to adjust manuscripts. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; as well as using tact and diplomacy during difficult circumstances to advise/inform on complicated, sensitive, and occasionally controversial issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
