This position is located in the Office of Inspector General, Office of Management of the Federal Deposit Insurance Corporation located in Arlington, VA.  This position prepares and executes both an appropriated and a FDIC Corporate budget, and uses the budget information to perform financial management duties for program and staffing planning purposes. Duties

Develops and prepares both an appropriated budget (based on obligations and prepared reflecting a Fiscal year) and a FDIC Corporate budget (based on a cash-out lay basis and reflecting a calendar year) implementing unique budgeting and accounting processes. Complies and prepares the annual budget plans employing empirical data from prior year’s records as well as forecasting trends. Develops computer models for budget forecasting, which forms the nucleus for annual budget submissions as well as for budget execution and control. Review and analyze proposed staffing and budget levels for divisions and offices throughout the OIG. Prepares responses to Congressional and top FDIC management inquiries regarding the OIG’s budget justification. Participates in briefings with the Assistant Inspector Generals, Inspector General, and key officials relative to budget meetings before OMB, and Congress to include budget proposals. Conveys oral and written information (e.g. responses to budget and accounting inquiries) to customers, coworkers, staff members, management, and others as appropriate. Develops and maintains an invoice tracking system to process all invoices, Intragovernmental Payment and Collection (IPAC) and contract expenses. Utilizes the system to reconcile expenses for the OIG budget, and prepares all adjustments. Oversees the development, implementation and maintenance of both manual and automated systems to monitor the execution (i.e. obligation and expenditures of funds) of the budget, and to help identify opportunities for improving OIG economy and effectiveness.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here. To qualify at the grade 14 level, applicants must have completed at least one year of specialized experience equivalent to at least the CG or GS-13 grade level or above in the Federal Service. Specialized experience is defined as experience, in all of the following areas: (1) Performing financial studies/analyses of cost management programs; (2) Developing or analyzing staffing and budget requirements used for reporting results and recommendations to senior management; (3) Monitoring execution of an annual operating budget or the budget for a portfolio of projects; and (4) Performing budget formulation and presenting budget justifications and findings to senior management.
